Mental Health Europe places the concept of recovery at the heart of its mission, guided by a human rights-based approach in line with the UN Convention on the Rights of Persons with Disabilities (UNCRPD). While the European Commission’s 2023 Communication on the Comprehensive Approach to Mental Health highlighted reintegration after recovery, we emphasize that inclusion in the community should remain central, reflecting the principles of the UNCRPD. This report takes a critical step toward aligning EU mental health policies with a human rights framework.
The report explores recovery-based human rights indicators in mental health services and evaluates the integration of these principles into recovery-oriented practices. By analyzing current definitions, measures, and insights from mental health organizations, it provides a comprehensive framework to advance recovery practices that respect human rights. With this, we aims to support the development of a more inclusive, community-based, and rights-oriented mental health system across Europe.
